North Korea has begun activities to once again imprint the regime’s policy of “self-reliance,” ordering security and administrative agencies at all levels to reinforce the message that the country will never negotiate with “enemy nations” over sanctions relief.

“State security and administrative agencies of all levels received an order this month once again calling for firm adherence to the policy of self-reliance, along with the words of the Kim Jong Un that there would be no give-and-take negotiations with enemy nations out of obsession with easing sanctions, and there never would be,” a Daily NK source in South Hwanghae province said recently.

On the last day of the 13th Plenary Meeting of the 14th Supreme People’s Assembly at Pyongyang’s Mansudae Assembly Hall in September, North Korean leader Kim Jong Un said he would not agree to denuclearization talks, explaining that it was a “miscalculation” to believe one could pressure and break North Korea with sanctions or demonstrations of force.

According to the source, national and provincial-level security and administrative agencies ordered their subordinate units to adhere once again to the nation’s self-reliance policy, explaining Kim’s speech in September was a firm political order to “completely abandon thoughts of relying on the outside world and to strictly rely on your own strength.”

Propaganda blitz targets border regions

In particular, the order was issued simultaneously from Oct. 16 to the local branches of the Ministry of State Security along the Yellow Sea coast, including strategic regions bordering South Korea, such as Paechon, Ongjin, and Yonan counties in South Hwanghae province.

The order focused on “crushing ideological trends rationalizing dependence on the outside world due to economic difficulties,” with state security agents on the ground immediately drawing up and executing plans to indoctrinate the public.

“Everywhere you go, there are propaganda slogans like ‘Our strength breaks through sanctions!’ and ‘Don’t hope for favors from others!’” the source said. “State security officers are intensifying ideological defense activities that raise wariness of contacts or exchanges with the outside world, with officers leading newly formed study groups to teach the public that sanctions are nothing to fear, but rather an opportunity for self-reliance.”

Meanwhile, city and county people’s committees are focusing on efforts such as self-reliant securing of raw materials, building up local production infrastructure and equipment repairs, plastering their locales with slogans like, “Let’s make do with our own strength with no help from the outside!” and “Let’s strengthen our own production!”

Factories are conducting “creative movements” to boost their use of domestically sourced raw materials, focusing on acquiring replacements for imported items. They have also begun movements for self-reliant production using domestic raw materials.

Workplaces have added “self-reliance indicators” to their planning charts to serve as evaluation standards for their efforts to localize supplies and achieve independent production.

Given that this is taking place at the same time as autumn labor mobilizations for agricultural communities and wintertime preparations in October and November, all workplaces are also conducting movements to store winter supplies using their own devices, the source said.
