Bicycle Used as Pretext in Nighttime Sexual Assault Case

A man has been arrested on suspicion of deliberately crashing his bicycle into a woman from behind on a dark street in December 2025, injuring her before grabbing and touching her multiple times, with police saying the suspect apologized briefly before fleeing the scene.

Footage taken at the Matsudo Police Station in Chiba Prefecture showed the suspect lowering his gaze after noticing the camera, and police identified him as Chan Ngoc Thoai, a Vietnamese national.

According to investigators, Chan intentionally rode his bicycle into a woman who was walking alone at night, causing her to fall and sustain injuries, before hugging her and touching her body repeatedly.

Police said that after the attack, Chan told the woman “I’m sorry” and escaped on the bicycle he had been riding.

The woman suffered a minor injury to her left leg that required about one week to heal.

The incident came to light after the woman later consulted her workplace supervisor, who reported the case to police.

Chan has denied the allegations, telling investigators, “I didn’t do anything like that.”

Police said there was no prior acquaintance between the suspect and the victim.

After similar incidents were reported in early 2026, the Metropolitan Police Department is investigating the possibility that Chan may be involved in additional offenses.
