Moscow is rapidly emerging as a premier international destination for Bollywood productions. With modern studios, iconic cityscapes, and financial incentives covering up to 45% of production costs, the city is ready to host large-scale Indian and international projects. The upcoming sports drama Smash, set to begin filming in March 2026, and the 2024 blockbuster The Greatest of All Time, which shot key scenes in Moscow, show that the Russian capital is no longer just a backdrop — it’s an active partner in global cinema.

Strategic presence in India

Following its participation in FICCI FRAMES 2025, where Moscow showcased its international filmmaking potential and subsequently signing a collaboration agreement with Jio Creative Labs, Moscow Film Cluster is continuing its strategic expansion into India under the Film in Moscow brand. At the IIFTC Conclave 2026, the city is presenting its full cinematic ecosystem: from world-class studios and cutting-edge production infrastructure to competitive financial incentives, making shooting in Moscow both economically attractive and logistically seamless.

Why Moscow is financially attractive

Moscow offers a rebate of up to 45%: 30% as direct production cost compensation, up to 15% for visa and accommodation support. The Moscow Image Grant provides up to $255,000 for films showcasing iconic city views.

The upcoming Smash, a joint production of Smena Studio (Russia) and Kartina Entertainment (India), will start filming in Moscow in March 2026, using the city’s infrastructure and incentives to their fullest. Moscow also facilitates direct financial transactions in rubles and rupees, bypassing dollars and euros, and offers efficient systems for high-value payments – making collaborations smooth and secure.

A Longstanding Bollywood Connection

Moscow’s relationship with Bollywood spans decades, from Soviet-era co-productions to contemporary blockbusters. The 2024 hit The Greatest of All Time filmed key scenes across Moscow, bringing the city to millions of viewers and establishing it as a visually compelling and professional filming destination.

For the Moscow Film Cluster, this was the first Indian project executed entirely on the city’s infrastructure: from location approvals and street shoots to full production management. The film tested an integrated approach uniting Moscow and India in a single, coordinated production cycle.

World-Class Studios and Production Infrastructure

The Moscow Film Cluster offers Indian filmmakers a fully integrated ecosystem: studios, backlots, financial incentives, film commission services, and other production resources.

Film City spans 350+ hectares, with historic Russian and European-style streets, modern urban environments, airports, train stations, hotels, and even aircraft — all available for multi-genre productions. Custom-built sets for specific projects are also possible.

Film Factory includes 18 pavilions on a 22-hectare campus with 28 production and office buildings. Russia’s largest virtual production hub, XOVP, provides full-cycle virtual production services for large-scale and technologically complex films.

Gorky Film Studio, recently expanded to 56,000 m², offers shooting pavilions, post-production suites, screening rooms, and a vast archive of over 200,000 costumes and props.

The Moscow Film Commission streamlines permits, street closures, and on-location coordination, minimizing operational risks. Producers can submit all filming requests online, select locations and props, and manage the full production cycle in one coordinated system. Cinema chains with 17 venues across the city provide a direct channel to Russian audiences for screenings and promotions.

Combined with rebates up to 45%, Moscow is an efficient and financially attractive destination for Indian filmmakers.

Cultural and Tourism Boost

Moscow is actively nurturing cultural exchange with India, creating a dynamic environment for filmmakers and tourists alike. Since 2022, the city has hosted numerous Indian film festivals and Bollywood-themed events, drawing industry professionals and enthusiasts. Iconic Moscow streets and studio backlots are increasingly recognizable to Indian audiences thanks to on-location shoots.

Tourism data confirms the impact: in the first half of 2025, over 40,800 Indian tourists visited Moscow, marking a 40% increase compared to the same period in 2024, and making India the second-largest non-CIS source of international visitors to the city.

Moscow has also organized events celebrating Indian culture and cinema, from festivals to culinary experiences, strengthening ties and creating additional value for visiting filmmakers.

These developments show that Moscow is not only a hub for production incentives but also a vibrant cultural destination, where Indian filmmakers can connect with audiences, discover iconic locations, and integrate cinema tourism into their projects.
