State Govt Defers Registration Values Yet Again

Hyderabad: The state government has once again deferred the implementation of revised market values for agricultural lands, non-agricultural lands/ properties, which were scheduled to come into effect from May 28. Official sources said the revised registration values will now be implemented in early June, with the exact date to be announced after Chief Minister A. Revanth Reddy approves the final rates.

The revision of agricultural and non-agricultural land values across Telangana has already been finalised. The revised values prepared jointly by the stamps and registrations department and the chief commissioner of land administration (CCLA) were approved by district-level committees headed by additional collectors (revenue). Committee meetings were held in all districts, where the final revised values were discussed and cleared.

Official sources said that with the district-level approvals completed, the government was initially ready to roll out the revised values from May 28. However, the implementation was temporarily postponed after the Bakrid holiday was shifted from May 27 to May 28. Officials also stated that errors identified during the uploading of revised survey numbers and village-wise values are currently being rectified, and the updated values will be uploaded completely within a week, after which the implementation date will be finalised.

Sources said the revised basic registration values were fixed in line with prevailing open market prices, as anticipated from the beginning of the exercise. The government had circulated a special formula to field-level officials for revising the registration values based on the gap between market prices and the existing basic registration values.

As per the formula, the percentage of increase was determined according to the difference between the open market value and the government value. For instance, if the market value of an acre of agricultural land is `3 crore while the basic register value is `3 lakh, the difference is treated as 100 times, and the basic register value would be increased by 100 per cent to `6 lakh. In a similar manner, agricultural, non-agricultural and property values were revised under six slabs and across three categories.

Officials said agricultural lands located along highways and major roads have witnessed an average increase of nearly 50 per cent in registration values due to high market demand.

The slab-wise revision finalised by the government is as follows: where the difference between market value and government value is between 0 and 20 per cent, the old values will continue; for a 20-50 per cent difference, values will increase by 15 per cent; for a 50-100 per cent difference, the increase will be 25 per cent; for a 100-200 per cent difference, the increase will be 50 per cent; for a 200-500 per cent difference, the increase will be 75 per cent; and where the difference exceeds 500 per cent, the values will be doubled with a 100 per cent increase.

Official sources said that several mistakes occurred during the revision process due to a lack of awareness among MROs and field-level staff. Errors were reported in almost all districts while uploading survey numbers and village-wise revised values, and officials said it may take another three days to fully correct them. Senior officials indicated that this was one of the key reasons for deferring the implementation date.
