Uttam Calls For Modernising Rice Storage, Value Addition

Hyderabad: Civil supplies and irrigation minister N. Uttam Kumar Reddy on Saturday said the Telangana government is examining a new incentive policy to promote export-oriented rice mills in the state.

Addressing the International Rice and Grains Tech Expo-2026 at HITEX, he said new mills set up for exports, as well as existing units shifting towards export operations, would be considered for special incentives to strengthen Telangana’s presence in global rice markets.

Stating that Telangana has emerged as the country’s leading paddy-producing and procuring state, the minister said the focus is now on positioning the state as a global hub for rice technology and value addition. He urged millers to adopt mechanisation and automation to improve productivity and address labour shortages during peak milling seasons.

He also called for investment in modern grain storage infrastructure, including steel silos, automated systems, AI-based grain monitoring and digital inventory management. Private players were invited to submit proposals for large-capacity storage facilities under public-private partnership models.

On parboiling, he said mills should adopt water-saving and energy-efficient technologies. For value addition, he urged adoption of controlled whitening, precision polishing, nutrient-retention systems and AI-based quality assessment to improve the quality of rice.

The minister said Telangana produces nearly 300 lakh tonnes of paddy annually and accounts for around 60 per cent of the country’s Rabi paddy procurement, indicating the scale of production targeted for export expansion.
