Hyderabad: The state government has issued an order, GO Rt No. 626, enforcing strict regulations on construction and demolition (C&D) waste management across the Hyderabad metropolitan region, prohibiting dumping in open areas, roadsides and water bodies. The order, issued by the metropolitan area & urban development department, mandates scientific handling of C&D waste and introduces stringent penalties for violations, including fines, seizure of vehicles and blacklisting of contractors.

The order placed responsibility on waste generators for collection, segregation, storage, transportation, processing and disposal of C&D waste in an environmentally sound manner. It also mandates source segregation, channelisation of waste to authorised recyclers and increased utilisation of processed C&D materials, in line with extended producer responsibility norms.

User charges for collection, transportation and processing of C&D waste will be levied as per notified rates.

It directed officials of Greater Hyderabad, Cyberabad and Malkajgiri municipal corporations and other urban local bodies to ensure strict implementation, following continued instances of indiscriminate dumping causing environmental damage, blockage of drains and increased risk of urban flooding.

The government said dumping of C&D waste in open spaces, drains, nalas, roadsides and water bodies within GHMC, CMC and MMC limits is illegal and will attract penal action. All waste must be transported only to authorised processing facilities, and disposal at unauthorised locations will be treated as a violation.
