Chennai: Seeking action against two personal aides of Chief Minister C Joseph Vijay over their participation in Cabinet meetings, official review meetings and confidential government deliberations, DMK organization secretary R S Bharathi urged the police to investigate if any public servant had communicated or facilitated access to confidential Government information in violation of Section 5 of the Official Secrets Act, 1923 and other laws.
In his complaint to the Director General of Police, the DMK leader said that ‘two private individuals’ John Arockiasamy and Vishnu Reddy had been present in the official meetings presided over by the Chief Minister, who as the ‘holder of the highest executive office in the State, was constitutionally bound by the Oath of Secrecy.
Their presence in the meetings raised serious issues concerning violations of constitutional obligations, statutory duties and criminal law, Bharathi said and wanted the police to find out if the two individuals, stated to be close to Vijay, were Government servants or if they held any office or authority recognized under law or executive order or Government Business Rules authorizing them to participate in confidential Government proceedings and access classified Government information.
If they did not possess any such lawful authority, their presence during Cabinet meetings or confidential review meetings, where Cabinet papers, classified records, official files and sensitive policy matters were discussed, prima facie raised serious offences relating to the unauthorised communication, receipt, possession and use of official information by them, he said.
Stating that both John Arockiasamy and Vishnu Reddy were residents of Andhra Pradesh and had been allotted office chambers adjoining the office of the Chief Minister in the Secretariat, the DMK leader wanted the immediate registration of a First Information Report under the Official Secrets Act, 1923, the Bharatiya Nyaya Sanhita, 2023, the Bharatiya Nagarik Suraksha Sanhita, 2023 and other applicable laws.
