Chargesheet Details Pakistan’s Alleged Conspiracy

The supplementary chargesheet, filed as a continuation of the agency’s original 1,597-page chargesheet, outlines Pakistan’s alleged role in planning the attack, Saeed’s involvement and the evidence gathered during the investigation.

According to the NIA, the findings are based on scientific analysis, forensic evidence and extensive on-ground examination conducted over the course of the probe.

The agency said the investigation is continuing to uncover the full scope of the alleged conspiracy and the role of Pakistan-based terror networks in facilitating attacks on Indian soil.

Earlier Chargesheet Named Handlers, Terrorists

In its original chargesheet filed on December 15, 2025, the NIA had named Pakistani handler Sajid Jatt as an accused, along with three terrorists who were killed during Operation Mahadev in July 2025 and two other arrested accused.

The agency had also arraigned the banned Lashkar-e-Taiba and its proxy organisation, The Resistance Front, as legal entities for allegedly planning, facilitating and executing the Pahalgam attack.

26 Killed In April 22 Attack

The terror attack took place in Pahalgam on April 22, when Pakistan-backed terrorists opened fire on tourists, killing 25 visitors and a local resident.

The case was initially registered by the Jammu and Kashmir Police at the Pahalgam police station before being transferred to the NIA by the Union Ministry of Home Affairs.

The agency said investigations are still underway to expose the complete cross-border conspiracy behind the attack and identify all those involved in sponsoring and executing the strike.

MHA Designates 23 Individuals As Terrorists

The development comes days after Union Ministry of Home Affairs (MHA) designated 23 individuals linked to Pakistan-backed terrorist organisations, including Jaish-e-Mohammed (JeM), Lashkar-e-Taiba (LeT), Jamaat-ud-Dawa (JuD), Harkat-ul-Mujahideen (HuM), The Resistance Front (TRF) and Falah-e-Insaniyat Foundation (FIF), as terrorists under the Unlawful Activities (Prevention) Act (UAPA).

Of the 23 newly designated terrorists, 17 are Pakistani nationals while six are Indians. According to the MHA, all of them are currently operating from Pakistan or Pakistan-occupied Jammu and Kashmir (PoJK).

With the latest notification issued under Section 35 of the UAPA, the total number of individuals designated as terrorists under the Act has risen to 80.
