Chinese investors visiting North Korea are increasingly favoring a phased approach to their investments. They weigh profitability at each stage before committing more capital. North Korea, in turn, is actively pitching customized cooperation models to draw in that Chinese money.
Chinese business owners and private investors have steadily increased their visits to North Korea this year. That’s according to a source in North Pyongan province who spoke to Daily NK on Tuesday. Small, individual investments and phased approaches that reduce risk have drawn growing attention recently, the source said.
“Many Chinese people come here for cooperation projects and market research,” the source said. “Lately, rather than investing large sums all at once like before, they tend to start with a business of a certain size. They check how the market responds, then gradually expand.”
Large-scale investment from the outset used to be common. Now, investors are increasingly starting smaller. A typical initial stake runs 300,000 to 500,000 yuan, or roughly $44,100 to $73,600, according to the source. Investors expand from there once they have built a business foundation and local connections. North Korea has actively embraced this phased approach as well.
“The norm now is to start small and add investment once productivity and profitability are confirmed,” the source said. “Both sides see this as realistic. They are actively working out the details together.”
International sanctions on North Korea remain in place, and that’s part of what draws Chinese investors to this approach. Starting small lets them gauge whether a business can last while limiting their exposure, according to the source.
North Korea, meanwhile, is reportedly offering Chinese investors customized cooperation models. These provide labor, raw materials, production facilities and, in some cases, business rights, depending on the investment terms. Chinese investors are said to prefer this complementary structure. They supply equipment North Korea needs and receive labor and production infrastructure in return.
The customized model spans mining, manufacturing, aquaculture, livestock and gold extraction, the source said. It also extends to commercial ventures such as multiservice convenience facilities, small complexes that combine retail, food service and other amenities under one roof.
North Korea-China investment moves toward long-term deals
“These days, negotiations go well beyond building a single factory,” the source said. “They now cover production volume, sales channels, raw material supply and labor management all at once. North Korea-China economic cooperation looks like it’s shifting away from the uncertain, one-off investments of the past. It’s heading toward a long-term cooperative business system.”
North Korea has also significantly simplified the process for issuing invitation letters to Chinese business owners and investors visiting for investment purposes, the source said. Authorities are flexibly extending these visitors’ stays. They are even providing lodging support, offering a range of conveniences as they pursue cooperation projects.
Reporting from inside North Korea
Daily NK operates networks of sources inside North Korea who document events in real-time and transmit information through secure channels. Unlike reporting based on state media, satellite imagery, or defector accounts from years past, our journalism comes directly from people currently living under the regime. We verify reports through multiple independent sources and cross-reference details before publication.
Our sources remain anonymous because contact with foreign media is treated as a capital offense in North Korea — discovery means imprisonment or execution. This network-based approach allows Daily NK to report on developments other outlets cannot access: market trends, policy implementation, public sentiment, and daily realities that never appear in official narratives.
Maintaining these secure communication channels and protecting source identities requires specialized protocols and constant vigilance. Daily NK serves as a bridge between North Koreans and the outside world, documenting what’s happening inside one of the world’s most closed societies.
