The story of 23,000 Lives follows a group of young volunteers who decide to come forward after watching repeated reports of people losing their lives while attempting dangerous Mediterranean crossings. Instead of discussing the crisis, ‘Lukas’, ‘Nina’ and their friends launch a crowdfunding campaign under Jugend Rettet and eventually purchase an old ship that becomes their Iuventa.

The crew’s first rescue mission is much more difficult than they expected. They find overcrowded rubber boats filled with frightened men, women, and children. During this phase, the young volunteers have to make life-or-death decisions very quickly, and they realize that no training could have prepared them for such heartbreaking situations.

As ‘Lukas’, ‘Nina’ and their friends successfully save more people with the help of Iuventa, governments and authorities begin to suspect them. Instead of looking up to them as heroes, officials think they may be helping migrants enter Europe illegally. Thus, they secretly watch Iuventa. The authorities closely examine the volunteers’ rescue missing by placing undercover investigators on nearby ships and monitoring radio conversations.

Things go from bad to worse when Italian authorities stop the Iuventa and take it to a port in Sicily. The ship is seized, and the crew is accused of helping illegal migration. ‘Lukas’, ‘Nina’ and their friends are shocked because they believed they were only saving lives. Soon the volunteers are dragged into a long legal battle.

The prosecutors ask for harsh prison sentences, claiming the crew knowingly helped migrants break the law. However, the defense proves that the evidence was misleading and points out how important parts of the rescue missions had been left out, making normal rescue procedures look suspicious. The biggest turning point in the legal case comes when two people, ‘Lamin’ and ‘Rose’, whom the crew had rescued, testify in court. 

The duo explains that the young volunteers only rescued people who were in danger of drowning. After examining the whole thing, the judge dismisses all the criminal charges, and ‘Lukas’, ‘Nina’, and the rest of the volunteers are found not guilty. Even though the crew win the case, their rescue ship Iuventa is never returned. It remains locked in a Sicilian harbor, where it slowly rusts away. The real struggle starts after the verdict.

‘Lukas’ returns home to Berlin, but he is emotionally haunted by everything he saw at sea. These things hamper his relationship with ‘Kitty’, who wants them to build a normal future together. Thus, they called it quits. The rest of the crew also go their separate ways. Their youthful excitement and optimism are gone after years of stress, legal battles, and emotional turmoil.
