Bengaluru: Over the order of the State Government to cut short singing only first two stanzas of National Song “Vande Mataram,” at all State Government functions, Governor Thaawarchand Gehlot on Monday wanted the State Government to reconsider its decision which is in contrary to the guidelines of the Government of India and in violation of the Prevention of Insults to National Honour (Amendment) Act, 2026.
The Governor asked the State Government to reconsider its decision came after the Congress government excluding progammes attended by President of India, Vice-President, Prime Minister and the Governor, the Karnataka Government issued an order mandating to sing only first two stanzas of the national song “Vande Mataram” at State programmes and ceremonies.
The order issued by the Department of Personnel and Administrative Reforms on September 8. The order to sing two stanzas of ‘Vande Mataram’ applies to all State-level events.
Governor in a letter to Chief Minister D.K. Shivakumar stated the Parliament enacted the Prevention of Insults to National Honour (Amendment) Act, 2026 whereby the statutory protection under section 3 of the Prevention of Insults to National Honour Act, 1971 has been extended to the National Song.
On occasions when the National Song is sung in mass singing, the official version is to be recited and the Central instructions leave no scope for a State Government to prescribe a different or truncated version for State Government functions, stated the letter from the Governor.
The Ministry of Home Affairs, Government of India, has issued specific “orders relating to the National Song and the National Anthem of India” and has prescribed the official version of “Vande Mataram’ for purposes of rendition.
The said orders are part of the national protocol concerning the National Song and have been circulated to the States for compliance, the Governor drew the attention of the Chief Minister.
