TN Eases Domicile Norms For Gold Ring Initiative For Newborn Babies

Chennai: The Tamil Nadu government has modified the eligibility criteria for its flagship “Thaimaaman Thanga Mothiram Thittam” scheme to cover children born to mothers who relocated out of the state after marriage, provided the child’s grandparents remain permanent residents of the state.

Under the revised guidelines released by the Health and Family Welfare Department, babies delivered in state-run government hospitals will qualify for the free one-gram gold ring even if the mother resides elsewhere following marriage.

In order to claim the benefit, families must furnish valid documentary evidence establishing that the maternal grandparents maintain permanent residency in Tamil Nadu.
The scheme, originally launched by Chief Minister C Joseph Vijay on September 28 with retrospective effect from June 22, 2026, initially required the mother delivering the child to be a permanent resident.
The fresh guidelines, which will apply retrospectively from June 22, 2026, were issued after monitoring the scheme’s implementation, which revealed instances where women who had moved out of Tamil Nadu after marriage could not benefit under the scheme though they returned to their parental homes for delivery.
