Thousands of websites offline across Germany due to security flaw

A major security flaw resulted in the downing of numerous German websites including for government agencies, hospitals and online services on Wednesday. Disruptions continue as operators rush to secure their systems.

Numerous websites across Germany and Europe were temporarily taken offline on Wednesday after authorities issued warnings about a critical vulnerability in the widely used web technology PHP.

Germany’s Federal Office for Information Security (BSI) warned that hackers could exploit the flaw to gain control of servers or access sensitive data. As a result, many government bodies, universities, hospitals and other organisations took websites offline while they installed emergency security updates.

With patches now available, many services are coming back online. So far there is no evidence of significant damage linked to the vulnerability, according to Thomas Caspers, BSI vice-president.

But authorities warn that unpatched systems remain at risk and that securing all affected websites could take months.

Which websites were affected?

The impact was visible across Germany. Parts of Berlin’s official portal, berlin.de, became unavailable, as well as hospital, university and police websites.

The Berlin Police also reported outages affecting its online reporting service, known as the Internetwache.

By Thursday morning, many websites were back online, including services in the states of Rhineland-Palatinate, Saarland and Thuringia.

Several police online services in North Rhine-Westphalia had also been restored, although other prominent websites in the state remained inaccessible.

Elsewhere in Europe, government websites in France, Belgium and the Netherlands were also affected. The disruptions extended beyond public authorities with users of Wikipedia, and Pokémon apps, warned to expect service interruptions.

Many services came back online after emergency updates were installed on Wednesday and overnight, although some websites remained inaccessible on Thursday morning.

What does this mean for users?

For most people, there is no immediate action required. The problem lies on website servers rather than on users’ phones or computers.

But residents in Germany may encounter temporary outages when accessing public services, making appointments, filing reports or using online government portals. Hospitals and universities have also experienced disruption in some regions.

Security specialists describe the vulnerability as one of the most serious seen in recent years because PHP underpins millions of websites worldwide.

CDU politician Marc Henrichmann, who chairs Germany’s parliamentary intelligence oversight committee, warned that artificial intelligence is turning previously difficult-to-exploit software flaws into “real gateways” for attackers.

Although patches are available, experts believe it could take months before all affected systems are secured. Older websites and applications may require more extensive work than a simple update.
