Tokyo police have arrested a Chinese national, identified as Li Zhaobei, on suspicion of document forgery and other offenses in connection with a case of TOEIC exam fraud involving impersonation.

According to the Metropolitan Police Department, Li is believed to have acted as a recruiter, enlisting another test-taker, Wang Likun, who has already been indicted for allegedly providing answers to others during the English proficiency exam.
Investigators said Li contacted Wang multiple times by phone during the test, suggesting that the cheating was carried out in a coordinated and organized manner. Police are continuing to investigate the full scope of the operation and whether a broader network was involved in arranging fraudulent TOEIC test-taking on behalf of others.
