At around 7:30 a.m., the area was already being sealed off, with workers completing the barricade setup around 8 a.m. The closure will remain in place until 5 a.m. on November 1st.

“We face serious problems every year during Halloween in Shibuya, including drinking, smoking, and littering on the streets,” said Yuichi Noda, head of the ward’s planning and management division. “We ask everyone to refrain from causing trouble. What we call ‘nuisance Halloween’ is strictly prohibited.”

With this year’s Halloween falling on a Friday and marking the first large-scale celebration in four years, the ward expects heavy crowds. Authorities plan to enforce traffic restrictions around Shibuya Station, conduct patrols, and request convenience stores to suspend alcohol sales from Friday evening until early Saturday morning. Electric scooter rentals will also be temporarily halted during this period.
