This tactic is widely known as the “50-Cent Army,” a nickname from the early days of paid comments. But the research shows most posts are not penned by freelancers chasing a few coins. They are produced or coordinated by government offices and state employees who post in bursts, especially when an issue has the potential to spill offline. The point is saturation, not debate. The researchers—Gary King, Jennifer Pan and Margaret Roberts—mapped how these campaigns work. When a sensitive topic appears, the content doesn’t attack critics head-on. It pivots the conversation to safe themes–patriotic anniversaries, heroic martyrs, progress slogans and local boosterism. In the data, that looks like sudden spikes of upbeat posts precisely when online discussion might lead to collective action. The strategy, they argue, is distraction at scale, not persuasion one comment at a time.

That coordination pattern matters during crises. When a disaster, scandal, or policy shock hits, the quickest way to blunt anger is to bury it in noise. Microsoft’s threat-intelligence reports have logged China-linked influence operators using AI-generated memes, fake personas and video “news” to amplify friendly narratives and seed doubt—techniques deployed around regional flashpoints and elections, from Taiwan to Japan and the United States. The campaigns don’t always change minds, but they change the information temperature by keeping pro-Beijing content constantly in view. 

Elections in Taiwan show the external edge of this playbook. Academic and government reporting in 2024–2025 found coordinated efforts to push conspiracy content, flood Facebook with misleading posts, and build crowdsourced rumor sites that looked local but echoed Beijing’s line. Taiwan’s security agencies later warned of a sustained “troll army” and millions of misleading messages tied to pro-China networks, describing an operation that mixed fake accounts, AI content and state media amplification. 

The state media ecosystem then carries the surge beyond China’s borders. That is what the Harvard team’s data captures: volume spikes of upbeat messaging timed to high-risk moments, authored largely from government-linked accounts. What looks like “organic positivity” is, in practice, a fire hose. 

The same research helps explain why the “paid commenters” story misses the bigger picture. If the goal were to win arguments, you would see replies and debates. Instead, the posts avoid controversy and swamp it with safer topics. If the goal were to silence every critic, you would expect more deletions. Instead, many critical posts remain—but are pushed down the page by a tide of alternative content. In short, the state doesn’t rely only on the censor’s delete key, it relies on crowding. 

During breaking news, that crowding blends with platform tools: recommender systems that surface “positive energy,” trending lists that can be steered, and creator networks that rebroadcast the line. It is hard for an ordinary user to tell where the burst is coming from, because part of the power lies in the appearance of spontaneity. But the footprint—coordinated timing, similar phrasing, sudden volume—matches what researchers describe. 

This is why “the 50-Cent Army” is less about small paychecks and more about institutional muscle. Bureaucracies, propaganda offices and state media work together to flood the zone at scale, at speed, and across borders. In quiet times, this looks like a steady hum of patriotic pride. In tense times—pandemics, protests, elections—it becomes a wall of sound. The effect is to make truthful, ground-level reporting feel isolated and to make doubts about the official story feel outnumbered. Dissent is not only muted; it is drowned.
