
TEHRAN- A member of the Board of Directors of the Iran Chamber of Commerce, Industries, Mines and Agriculture (ICCIMA) announced that the private sector’s proposals in the areas of currency, financing, taxation and social security, and trade and customs have been submitted to the government.
Keyvan Kashefi, Deputy Head of the Government-Private Sector Dialogue Council, spoke with the Iran Chamber Online news agency about the details of the Iran Chamber of Commerce, Industries, Mines and Agriculture’s proposals to the government under wartime conditions.
In the currency sector, he said it was proposed that the deadline for implementing the resolution on the percentage clearance of goods lacking currency origin information be extended until the end of Aban 1405 (October/November 2026).
Stating that in wartime conditions, procedures related to optimizing currency consumption, import registration quota allocation, setting ceilings and considering prior history for imports, and restrictions on imports against exports are expected to be reviewed, he called for the time for currency allocation for imports of essential goods, medicine, and production inputs to be reduced as much as possible.
Kashefi also emphasized the need to review laws and instructions related to fulfilling currency obligations in line with wartime conditions, with an approach to extending the deadline for fulfilling currency obligations and reducing the ceiling for fulfilling such obligations. He said it was proposed to the government that the implementation of the policy to gradually increase the ceiling for fulfilling currency obligations from 60% to 90% from Esfand 1404 to Shahrivar 1405 (February to September 2026) be postponed until Khordad (May/June) for small-scale exporters.
The member of the Iran Chamber’s Board of Directors also addressed the Chamber’s proposals to the government regarding financing for production and economic units, stating that a minimum six-month grace period without charging late penalties should be considered for the repayment of installments due for economic units during the period from 9 Esfand 1404 to the end of Ordibehesht 1405 (February 28 to May 20, 2026).
He mentioned other proposals from the Iran Chamber under wartime conditions, including considering deadlines for processing checks that matured since the start of the imposed war by the US and Israel against the Islamic Republic of Iran, allocating credit for low-interest emergency facilities for reconstruction and providing working capital for economic units damaged by the attacks of the US-Zionist regime, accelerating payments to importers of essential goods, livestock and poultry inputs, medicine, and medical equipment, and extending bank guarantees related to customs duties for production units.
Regarding government facilities in the area of taxation and social security for economic enterprises, the Deputy Head of the Government-Private Sector Dialogue Council called for an appropriate deadline for payment of income tax and value-added tax for economic enterprises.
He added that the implementation of circulars and instructions related to tax penalties and the seizure of accounts and assets of affected economic activists is expected to be suspended until the current exceptional conditions are resolved.
Keyvan Kashefi, appreciating the Islamic Republic of Iran Customs Administration (IRICA) for making constructive decisions to prevent goods from piling up, said that Customs has effectively utilized the private sector’s advice in crisis management.
He expressed hope that timely decision-making would continue until the wartime conditions are resolved and calm returns to the country.
He also considered the positive results of the Iran Chamber’s follow-ups with the Trade Promotion Organization regarding the automatic extension of business card validity in emergency situations as a source of reassurance and confidence for economic activists.
According to the directive of the Trade Promotion Organization, all business cards that have expired since the beginning of the imposed war (9 Esfand 1404) or will expire by the end of Esfand, will be automatically extended until 9 Khordad 1405 (May 30, 2026), without requiring any action or inquiries by the applicant.
