‘Russia interested in boosting scientific co-op with Iran’

TEHRAN – A Russian official has voiced his country’s interest in expanding scientific and academic ties with Iran to further technological cooperation between the two countries.

“The main objective of the organization is to lay the basis for developing joint efforts with the University of Gilan. We look forward to recognizing the capacities of the two sides, and exploring ways to implement the collaborations more effectively,” IRNA quoted Yevgeny Primakov, the head of the Russian Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad, and International Humanitarian Cooperation, as saying.

The official made the remarks in a meeting with the chancellor of the University of Gilan, Ali Basti, on Friday.

Underlining Russia’s scientific and technological capabilities, he stated that Russia possesses profound expertise in modern technologies, advanced farming, physical education, laboratory centers, scientific research, and aquaculture, and that the country is willing to share the expertise with the University of Gilan to create a stable cooperative relationship.

The official went on to say that scientific ties will lead to the development of joint projects, the exchange of professors and students, and the establishment of collaborative research networks.

For his part, Basti said the University of Gilan, with almost 16,000 students, is among the top eight universities in the country based on the latest ranking by the Islamic World Science Citation (ISC).

Highlighting the University’s international role, he said the university is the permanent secretariat of the association of universities and research centers of the Caspian Sea countries, which includes 60 universities from five countries.

Referring to the Russian language department in the university, the official mentioned that exchanging professors and students and holding joint scientific projects are among the ways to improve the cooperation. Basti announced the university’s readiness for the admission of Russian students interested in learning the Persian language.

“University of Gilan is one of the three universities selected for the development of the 4th generation of science and technology parks in the country. We are interested in benefiting from Russian expertise and agents to develop the technology,” Basti further noted.

Iran-Russia scientific conference

The second scientific conference between Iran and Russia was held in Moscow on December 15, 2025, with Iran’s ambassador to Russia, Kazem Jalali; science attaché, Hadi Goudarzi, and representatives from universities and scientific institutions of the two countries in attendance.

Referring to Iran’s unique history and the civilizational commonalities between the two countries, Russian Presidential Aide Andrei Fursenko emphasized the need to strengthen cultural and academic relations between Iran and Russia, msrt.ir reported.

“The Russian government is completely ready to promote collaborations with Iran in the science and technology sectors. Russia and Iran need to rely on their capabilities in the pursuit of global development and play their historical role,” he noted.

Deputy Minister of Science and Higher Education of the Russian Federation, Denis Sergeevich Sekirinsky, for his part, said the two nations have their own distinguished civilizations, maintaining cultural traditions and spiritual value. These historical commonalities have resulted in mutual respect and trust, as well as fostering cooperation.

Iranian and Russian universities and research organisations signed over 70 memoranda of understanding (MOUs) just over the past year, he noted.

For his part, Jalali highlighted the Comprehensive Strategic Partnership between Iran and Russia and emphasized the need to boost ties in scientific, technical, and cultural fields.

Independent countries like Iran and Russia should pursue the path to realizing a more just world through intellectual, historical, and cultural cooperation; meanwhile, scientific and elite dialogues will play a fundamental role, he added.

During the meeting, the two sides underlined developing cooperation between the universities of the two countries, memoranda of understanding, BRICS scientific projects, the exchange of professors and students, and mutual recognition of qualifications.

The conference included specialized meetings such as ‘Iran and Russia: from centuries of history to dialogue of civilizations’, and ‘synergy of knowledge and economy: new horizons of cooperation between Iran and Russia’.

The first scientific conference was held in 2022. The event is supposed to make great strides in deepening scientific relations,  bolstering joint research, and expanding scientific and civilizational talks.
