The prosecutor’s office in Ryanggang province is conducting a comprehensive inspection of all construction material wholesalers in the region, creating anxiety among business operators about potential violations.

A source in Ryanggang province told Daily NK recently that “the provincial prosecutor’s office is implementing an inspection of all construction material wholesalers in the province.” The inspection, which began in late September, is expected to conclude by the end of October.

According to the source, joint inspection teams composed of city and county prosecutors and officials from city and county people’s committees are being deployed to material wholesalers under the direction of the provincial prosecutor’s office. The entire inspection process is being documented through photographs and written records, with daily reports submitted to higher authorities.

The provincial prosecutor’s office announced through an official document that the inspection would examine material inventory status (quantity and items), purchase and supply ledgers, supporting documents such as transaction details and receipts, compliance with supply allocations, and evidence of concealment or illegal distribution.

The inspection will also include the storage and packaging condition of materials, and whether each wholesaler has safety facilities to prevent hazardous substances.

Inspections may expand beyond initial targets

The provincial prosecutor’s office noted that inspections could expand to warehouses connected with the wholesalers, and that certain suspected wholesalers could become subject to additional scrutiny.

The official document outlined specific inspection methods, including physical inventory audits, on-site ledger verification, authentication of electronic and paper documents, backtracking supply routes, and questioning suppliers and transporters as witnesses.

If problems are discovered during the inspection, authorities may seize materials, impose fines or criminal penalties, recommend business suspensions, implement temporary seals, and summon related individuals for interrogation.

“All construction material wholesalers in the province froze in tension after receiving the official document from the provincial prosecutor’s office,” the source said. “Each wholesaler is frantically preparing for the inspection, conducting their own inventory audits, organizing ledgers, and even preparing in advance what to say in their statements.”

The source added that “an atmosphere of concern is appearing among the material wholesalers about how many places will survive this inspection unscathed and how many material workers will be interrogated.”

Meanwhile, Ryanggang province is planning to review measures to improve material distribution in the province or follow-up administrative orders based on the inspection results.
