
Hyderabad: BCCI ombudsman and ethics officer, Justice Arun Mishra, a former Supreme Court judge, has issued notice to the Hyderabad Cricket Association (HCA) following a complaint by Telangana Cricket Association (TCA) cricketer Gourav Sharma against BCCI India and others over alleged violation of orders to accommodate district cricketers in tournaments. The HCA has been directed to respond within four weeks.
The petition, filed by two former cricketers, alleged irregularities in providing fair opportunity and non‑compliance with the BCCI constitution and governance framework mandated by the Supreme Court and the Justice R.M. Lodha Committee. It accused the HCA of adopting an “illusory and deceptive” constitutional amendment that omits mandatory provisions of the BCCI Constitution.
The order cited Rules 3(b), 3(c) and 3(d), relating to classification of members, territorial jurisdiction, eligibility criteria, sanctions and derecognition of grounds. It also pointed to alleged lapses in annual disclosures to the BCCI, including office‑bearers’ details, governing body tenures, audited accounts and balance sheets due by November 15 each year.
The complaint alleged that the HCA illegally granted full membership to institutional members and recreational clubs, including Secunderabad Club and Fateh Maidan Club, despite BCCI rules restricting such bodies to associate membership.
In view of these allegations, the ombudsman ordered notice to the HCA Apex Council, directing that a copy of the complaint and notice be sent to them. A reply is to be filed within four weeks, with any rejoinder to follow within seven days.
