CBFC Tightens Film Certification Norms

The Central Board of Film Certification (CBFC) has issued a strict new advisory revising the guidelines for submitting films for certification in India. The new directives put an end to the industry practice of submitting rough cuts or work-in-progress versions to meet tight theatrical release deadlines.

Under the revised guidelines, filmmakers can no longer submit work-in-progress prints, rough cuts or edits containing placeholder graphics and scratch scores. Films must be submitted in their final form, with all elements — including background scores, sound mixing, graphics, visual effects (VFX), titles, credits, disclaimers and the censor certificate slate — fully completed. Accessibility features such as closed captions, subtitles and audio descriptions must also be in place.

Films with unfinished elements may be rejected as non-compliant. Filmmakers also need the board’s prior approval for any changes after certification. The CBFC has clarified that titles are not officially approved until certification, regardless of their use in promotional material, and may be scrutinised, modified or rejected.

The board has clarified that theatrical release dates will not influence certification timelines and that it will not entertain last-minute requests for expedited reviews. Producers must submit films well in advance to avoid delays and release-schedule disruptions.

Highlight: Under the revised guidelines, films must be submitted in their final form, with completed background scores, sound mixing, graphics, VFX, titles, credits, disclaimers and accessibility features, including subtitles, captions and audio descriptions.
