The Delhi High Court on Wednesday directed the Centre and the Central Board of Film Certification (CBFC) to consider framing a specific policy for spy-thriller films after concerns were raised that certain scenes in Dhurandhar: The Revenge could potentially disclose sensitive information related to the armed forces and impact national security.
A bench comprising Chief Justice DK Upadhyaya and Justice Tejas Karia observed that fictional films made for entertainment can still have a significant impact and said there should be proper guidelines from the censor board.
“The movie is a work of fiction, made for entertainment purposes, but the impact of the movie cannot be denied,” the bench observed. The court further noted that even fictional content could become problematic if it reveals military strategies, operational tactics, or sensitive information.
The court directed the Ministry of Information and Broadcasting and the CBFC to treat the petition filed by Sashastra Seema Bal (SSB) personnel Deepak Kumar as a representation and take an appropriate decision on the concerns raised.
Appearing through advocate Jagjeet Singh, Kumar argued that scenes in Dhurandhar: The Revenge portrayed locations, operations and characters in a way that could reveal information detrimental to the country’s security interests.
The petition claimed that some elements in the film allegedly resembled senior officials and martyred officers with such detail that, despite being labelled fiction, they could affect national security and integrity.
The plea also cited films such as Bell Bottom, Mission Majnu, Raazi and Uri: The Surgical Strike, arguing that movies dealing with defence and military operations should avoid placing sensitive tactical information in the public domain under the banner of fiction.
The bench stated that the concerns highlighted in the petition required attention and directed authorities to consider possible corrective measures and communicate their decision to the petitioner.
