Hyderabad: College Served Notice Over Alleged Use Of Cellar For Classes

Hyderabad: The Medchal-Malkajgiri district intermediate education officer (DIEO) on Saturday issued a show-cause notice to Ignite Junior College at Nizampet crossroads over allegations that it had been conducting classes and operating a students’ mess in an underground cellar, allegedly in violation of building and safety norms.

The notice was based on a complaint forwarded by the National Commission for Protection of Child Rights (NCPCR), which had received a representation alleging that the college was using its cellar for academic and residential purposes. The complaint was also submitted to the district administration.

According to the notice, the college, located at Sri Sai Nagar opposite Metro Pillar A-708, was alleged to be using the underground cellar for classrooms and a mess. DIEO M. Kishan noted that, under building rules and safety regulations, cellar areas are meant only for parking and essential utility services and not for educational or residential use.

The notice said such activities could pose a safety risk to students and amount to a violation of the Telangana Board of Intermediate Education’s norms and guidelines.

The college management has been directed to explain why disciplinary action should not be initiated against it. It has been asked to submit its reply by August 5, failing which the department said it would proceed based on the available material evidence.

NSUI state leader Devarala Rakesh Yadav, who raised the issue, pointed out that as per building regulations and fire safety standards, cellar areas are intended only for parking and essential utilities, and not for classrooms or residential purposes. “No student should be forced to study or stay in unsafe premises. Educational institutions must strictly comply with safety regulations. Students’ Safety First should be the guiding principle of every college,” he added.
