TOKYO –
Prime Minister Sanae Takaichi announced on October 28 that Japan and Germany had agreed to establish a new high-level dialogue framework on artificial intelligence following talks with German Chancellor Friedrich Merz in Tokyo, marking a step toward closer cooperation between the two countries in emerging technologies.

Speaking after their meeting at the Prime Minister’s Office, Takaichi said the two leaders had agreed to launch a Japan-Germany AI High-Level Dialogue and work together toward hosting an AI summit in Japan.

“Regarding cooperation in the field of AI, we agreed to establish the Japan-Germany AI High-Level Dialogue and coordinate efforts toward holding an AI summit in Japan,” Takaichi said.

The agreement reflects efforts by Japan and Germany to strengthen bilateral cooperation in advanced technology, with artificial intelligence emerging as an increasingly important area of economic and industrial policy.

The summit also took place against a backdrop of trade concerns involving the European Union’s proposed preferential treatment for electric vehicles.

Ahead of the leaders’ meeting, Japanese Economy, Trade and Industry Minister Ryosei Akazawa attended the Japan-Germany High-Level Economic Summit, where Merz was also present.

Akazawa expressed concern that proposed EV incentives currently under discussion among EU member states could reduce sales of Japanese automobiles in the European market.

He urged European authorities to ensure that electric vehicles manufactured in Japan receive treatment equivalent to those produced within the EU, warning against measures that could disadvantage Japanese automakers.

The discussions highlighted the importance of both technological cooperation and fair market access in Japan-Germany economic relations, as the two countries seek closer collaboration in AI while addressing potential trade friction over the transition to electric vehicles.
