Tirunelveli:The prolonged confrontation between the previous Tamil Nadu government and the then governor since 2021 had stalled the appointment of full-time vice-chancellors to state-run universities, Higher Education Minister P. Viswanathan said on Monday.

Speaking to reporters here after a regional-level review meeting of collegiate education, he said all 13 state-run universities were without full-time vice-chancellors following the expiry of their predecessors’ tenures. The issue of appointing vice-chancellors is now pending before the court.

The government, under Chief Minister C. Joseph Vijay, is working to restore cordial relations with the governor to facilitate the appointment of full-time vice-chancellors, he said. As an interim measure, senior professors would be appointed as interim vice-chancellors in-charge based on the recommendations of the convenor committee. The arrangement would remain in place until the court delivers its final verdict, he added.

Interim vice-chancellors in-charge had already been appointed to Manonmaniam Sundaranar University in Tirunelveli and Alagappa University in Karaikudi, while the process of appointing them to the remaining 11 universities was under way.

Responding to complaints from college teachers’ associations about delayed promotions and pending arrears due to the improper implementation of the Career Advancement Scheme (CAS), Viswanathan said the Chief Minister was personally interested in ensuring its effective implementation. All eligible teachers in government and government-aided colleges would receive the prescribed promotional pay scales, he assured.

Faculty vacancies in government and government-aided colleges would also be filled soon, he said.

On the fee structure for self-financing arts and science colleges, the minister said the government would expand the scope of the fee fixation committee to establish a permanent mechanism to regulate and cap fees charged by these institutions.
