Hyderabad: The state government directed officials to prepare the preliminary draft of the proposed ‘Rohith Vemula Telangana Bill’ within three months and submit it to the Committee of Senior Civil Servants (CSC). The legislation is aimed to protect students’ rights in universities and higher educational institutions and eliminate discrimination on campuses based on caste and social background.

The Cabinet sub-committee on Rohith Vemula Bill met on Friday and held detailed discussions on the approach to be adopted for drafting the proposed legislation, the composition of the committee, legal aspects and the consultation process with various stakeholders.

The sub-committee suggested that the Scheduled Castes Development Department (SCDD) lead the process of drafting the legislation. It emphasised the need to provide representation to all relevant departments and institutions on the committee and specifically directed that the law department be included as a member. It also called for examining the participation of the education and home departments, the University Grants Commission (UGC) and relevant institutions. It instructed officials to constitute the committee at the earliest and immediately initiate the necessary groundwork for preparing the draft legislation.

It directed officials to prepare a list of stakeholders, including students, faculty members, legal experts, civil society organisations, education experts and other relevant groups, for consultations. It said the draft should take into account the problems faced by students at the grassroots level, issues relating to discrimination in higher educational institutions and the challenges likely to arise during implementation of the legislation. It also suggested that inputs from expert institutions, in addition to government officials, could be considered.

The meeting discussed obtaining assistance from Nalsar University of Law on the legal and technical aspects of the proposed bill.

Committee chairman and Deputy Chief Minister Mallu Bhatti Vikramarka, ministers Ponnam Prabhakar, Adluri Lakshman Kumar, special chief secretary Savyasachi Ghosh, senior IPS officer Devendra Singh Chauhan, IAS officers Yogita Rana and Vijayendra Boyi, advocate Disha Wadekar and others attended the meeting.
