The Telangana Private Junior College Management Association (TPJMA) alleged that the Telangana Board of Intermediate Education (TGBIE) was targeting small private junior colleges with penalties and zero admission order, while the board has denied allegations stating that its actions are based on regulatory and student safety requirements.
Addressing the media on Saturday TPJMA representatives alleged that the Board declared zero admissions and cancelled affiliation for 27 colleges in Hyderabad, Rangareddy and Medchal districts and imposed fines on more than 95 colleges.
They said these actions run counter to the government’s vision and effectively leave poor students vulnerable to exploitation by corporate colleges. The association alleged that colleges were being harassed over fire NoC certificates and affiliation procedures with several applications pending.
The association demanded the board immediately withdraw the unlawful fines and ‘zero-admission’ and simplify the regulations regarding fire NOCs and affiliations to better align with the ground realities faced by these smaller colleges.
When contacted, the TGBIE termed the allegations baseless, stating that it operates strictly in accordance with statutory regulations, official documentation, and safety standards without any discrimination.
Attempting to create unnecessary panic and fear among students, parents, and the public without verifying ground facts is irresponsible and highly objectionable, it said. So far, 3,241 junior colleges across the state were granted admissions for the current academic year.
As for 27 colleges, it said managements voluntarily applied for nil admissions as they recorded zero student enrolments. In accordance with rules, affiliation cannot be granted to a college without enrolled students for the first year.
Stating that student’s safety in educational buildings is non-negotiable, TGBIE said it found 65 colleges to have submitted fake fire NOCs.
Despite repeated reminders to submit genuine documents, only 15 colleges secured fresh, valid fire NOCs and 12 colleges are currently under process for shifting premises or finalising documentation.
The TGBIE stated that no student, who had taken admission and paid examination fee, would be affected by the measures.
