Rural Telangana May Face Severe Thirst

Hyderabad:The state government is expected to face a tough challenge with respect to supplying drinking water – till the 2027 monsoon sets in and delivers water to the state – not just to Hyderabad, but to many other urban local bodies, and fairly large swathes of rural areas.

While Hyderabad gets its water from Krishna, Godavari, and from Manjeera rivers, the last of which depends on Singur reservoir whose ability to keep supplying water is causing increasing concern, the real challenge is expected in rural areas and ULBs which are served by the Mission Bhagiratha scheme.

In all, Mission Bhagiratha serves 24,011 rural habitations and 145 urban local bodies, and the supply situation to several of these has already set alarm bells ringing in the government. Of the rural habitations, 23,465 are dependent on surface water sources – 14 irrigation reservoirs in the Krishna and 20 in the Godavari basins — while 536 isolated or scattered habitations and 386 newly formed habitations are dependent on ground water sources. According to current estimates of the government, of all the rural habitations 1,664 are in the red, 1,077 in yellow, 2,630 in orange and 18,094 in green categories.

While red category denotes no supplies or complete water shortages, yellow indicates partial supplies, orange stands for ‘above average’ supplies, while green denotes a fully supplied status.

With respect to the 145 ULBs, 22 are already facing less than normal supplies, while five are not being supplied any Mission Bhagiratha water at present as per government data, with the rest, 118, getting their ‘full’ normal supplies.

With this being the case, the government has prepared an emergency water supply protocol under Mission Bhagiratha which requires officials to monitor reservoir levels every day and coordinate with irrigation officials.

If there are disruptions in supply due to ‘source issues’, then officials will be required to make functional local sources such as hand pumps, single and three phase powered pumping schemes, and use of open wells. This protocol, especially during disruptions, requires that officials inform the respective MLA, and other elected officials in the affected areas, and share information on existing WhatsApp groups for gram panchayats, self-help groups, to panchayat secretaries, sarpanches and linemen.

A critical aspect of this protocol is to share information to the end users on the reasons for interruptions in supply and tentative time frame for restoration. Mission Bhagiratha officials have also been told to identify critical habitations and supervise daily supply meticulously, arrest pipeline leakages immediately, and identify the possible hiring of and transportation sources in case alternate tanker based supplies are required.
