Telangana Govt Sets Up State, District Panels to Enforce New Solid Waste Rules

Hyderabad: The state government has constituted state- and district-level monitoring committees to implement the Solid Waste Management (SWM) Rules, 2026, which includes a four-bin system, following directions issued by the Supreme Court. The move came after the Centre through the Union ministry of environment, forest and climate change, notified the revised rules earlier this year, replacing the 2016 framework under the Environment (Protection) Act, 1986.

The SWM Rules, 2026 came into force on April 1, with stricter compliance measures aimed at promoting a circular economy and reducing landfill dependence. The rules mandate segregation of waste at source into four categories —wet, dry, sanitary and special care — through a compulsory four-bin system, along with digital waste tracking and enforcement of the ‘polluter pays’ principle through penalties.

As per the orders issued by the state government on Friday, the state-level implementation committee, headed by the Chief Secretary, includes representatives from key departments, pollution control authorities, research institutions and industry bodies. It will meet at least once every six months to review the overall status of implementation across urban and rural local bodies, monitor compliance with court directions, assess waste management infrastructure such as landfills and processing plants, and recommend measures to the government while forwarding reports to the Telangana Pollution Control Board and the Centre.
At the district level, committees chaired by district collectors have been constituted with officials from municipal bodies, health, education, industries and waste management sectors, along with experts and NGO representatives. These panels will meet quarterly to monitor implementation on the ground, address operational challenges, ensure compliance with Supreme Court directives, and submit periodic reports to the state government and pollution control authorities.
