A single claim of membership in the Kim Il Sung-Kim Jong Il Fund was enough to cut short the career of a North Korean checkpoint inspector in South Hwanghae province, according to a Daily NK source in Pyongyang.

The Kim Il Sung-Kim Jong Il Fund is a state-affiliated fund established by North Korea to collect foreign currency donations, primarily from overseas Korean communities and foreign investors. Individuals who contribute above a certain threshold are granted a special status recognized by the North Korean state.

The confrontation took place in late March, when a Chinese investor of Korean ethnicity, referred to here as Mr. A, was conducting on-site research in South Hwanghae province ahead of a potential investment in the fishing industry. During his travels, Mr. A encountered a checkpoint inspector at a No. 10 checkpoint who was treating local North Korean people harshly, handling them as if they were criminals.

When Mr. A raised an objection, the inspector pushed back, demanding to know what business it was of his. The situation escalated, with the inspector using threatening language. Then Mr. A identified himself as a member of the Kim Il Sung-Kim Jong Il Fund. The inspector’s demeanor changed instantly.

Power behind the fund title

Bystanders watched as the previously imperious inspector immediately stood down and adopted a submissive posture. Word of the confrontation spread quickly through local communities. The incident gained further traction when the inspector was subsequently reassigned, a move widely interpreted as punitive.

Locals reacted with a mixture of recognition and candor. “A Kim Il Sung-Kim Jong Il Fund member is someone who pays hundreds of thousands of yuan every year,” one person reportedly said. “Of course that’s what happened.” Another is said to have remarked: “Seeing an inspector who always acted like he was above everyone else get taken down like that made us feel the power of authority all over again.”

The Daily NK source said many in the area had little prior knowledge of the fund and its privileges. The episode gave them concrete clarity: the fund is denominated in foreign currency, and those who contribute at a qualifying level receive a special status conferred by the state.

The incident underscores a broader dynamic in North Korea, the source said, where informal power hierarchies are deeply embedded within the system and an individual’s leverage, including that of a foreign national, can effectively override that of state security officials if they carry a title granted by Pyongyang.

A Note to Readers

Reporting from inside North Korea

Daily NK operates networks of sources inside North Korea who document events in real-time and transmit information through secure channels. Unlike reporting based on state media, satellite imagery, or defector accounts from years past, our journalism comes directly from people currently living under the regime. We verify reports through multiple independent sources and cross-reference details before publication.

Our sources remain anonymous because contact with foreign media is treated as a capital offense in North Korea — discovery means imprisonment or execution. This network-based approach allows Daily NK to report on developments other outlets cannot access: market trends, policy implementation, public sentiment, and daily realities that never appear in official narratives.

Maintaining these secure communication channels and protecting source identities requires specialized protocols and constant vigilance. Daily NK serves as a bridge between North Koreans and the outside world, documenting what’s happening inside one of the world’s most closed societies.
