Gairsain:The two-day Uttarakhand Assembly session ended amid uproar on Wednesday, with the House passing a supplementary budget of ₹7,844.18 crore despite repeated disruptions by Opposition Congress legislators demanding a debate on alleged corruption in the state government.

The proceedings were adjourned three times as Congress members entered the Well of the House, shouted slogans and waved black flags. The session was eventually adjourned sine die after the government secured passage of the supplementary budget.

Trouble began when the House assembled at 11 am, with Leader of the Opposition Yashpal Arya demanding that Speaker Ritu Khanduri Bhushan suspend the listed business to allow a discussion on alleged corruption under Rule 310.

Congress legislators Pritam Singh, Harish Dhami, Ravi Kumar, Bhuwan Chandra Kapri, Anupama Rawat, Lakhpat Singh Butola, Adesh Chauhan, Manish Tiwari and Sumit Hridayesh supported the demand.

The Opposition also sought the resignation of Cabinet minister Rekha Arya over allegations concerning assets worth more than ₹200 crore reportedly raised by her husband.

The Speaker declined to allow a discussion under Rule 310 and asked members to return to their seats. Congress legislators, however, continued their protest, forcing an adjournment until 11.20 am.

When the House reconvened, the Opposition renewed its demand, with legislators entering the Well and raising slogans against the government.

The Speaker indicated that a discussion could be held under Rule 58, but Congress members insisted on Rule 310. The House was consequently adjourned again until noon.

Similar scenes followed when proceedings resumed, prompting a third adjournment until 12.15 pm.

When the House reassembled, the Speaker called on Cabinet minister Rekha Arya to answer a question, but Congress legislators again entered the Well, waving black flags and shouting slogans.

Some members thumped the Assembly secretary’s table, while Congress MLA Bhuwan Chandra Kapri scattered documents and reports in the Well.

Despite the continued disruption, the Speaker decided against further adjournments and proceeded with the scheduled legislative business.

The House passed the ₹7,844.18-crore supplementary budget amid the uproar before being adjourned sine die.
