HYDERABAD: Telangana Chief Electoral Officer C. Sudharshan Reddy said the Election Commission of India (ECI) guidelines on the ongoing special intensive revision (SIR) of the electoral roll will be implemented in the state, including sending booth level officers (BLOs) to residences to collect notice‑related documents.
Speaking to Deccan Chronicle, Sudarshan Reddy confirmed instructions were being issued to all poll staff. “We are asking officials to strictly adhere to the guidelines. At booth level, BLOs have reached out to voters in rural areas, and this will be adopted in urban centres as well. Close to 99 per cent of notices have already been issued, and BLOs may now collect all of them,” he said.
As per the latest ECI guidelines, besides BLO visits to households to collect documents related to SIR from those who received notices for unmapped or logical discrepancies, in‑person hearings are generally not required. Exceptional hearings will preferably be conducted online, and adult family members can be authorised to represent electors.
District election officers (DEOs) will set up help desks and special camps for homeless individuals, labourers and residents of night shelters. The Supreme Court upheld the declaration attached to Form 6 for SIR. Standard forms under the Registration of Electors Rules, 1960, remain applicable for non‑SIR periods.
A committee led by the Senior Deputy Election Commissioner and an independent IIT/IIIT expert will review the ECINET portal to ensure compliance with statutory acts and rules. All future IT initiatives will be reviewed by the Committee of Officers before Commission approval, the guidelines said.
