NEW DELHI: The Election Commission of India (ECI) on Friday clarified that booth-level agents (BLAs) are not only concurrent auditors of the electoral roll but also of the polling and counting processes.

At the All-India Media Conference – 2026 in New Delhi, officials said BLAs play a crucial role in ensuring accuracy, transparency and integrity of the rolls. During the ongoing third phase of the Special Intensive Revision (SIR), 22,41,004 BLAs nominated by recognised political parties are working nationwide, including 49,018 in Telangana.

“Owing to their familiarity with the local population and continuous involvement in the preparation and revision of the roll, BLAs act as a bridge between electors, political parties and election officials. By keeping a close watch on additions, deletions and corrections, they function as concurrent auditors of the roll preparation process,” officials said.

After enumeration phase Before publication of the draft roll, a BLA may submit up to 50 forms per day to the BLO, along with a list and an undertaking that particulars have been personally verified. “To ensure greater involvement of political parties, BLAs are permitted to submit applications in bulk within the prescribed limits,” officials explained.

For electors whose forms are not returned, BLOs may identify reasons such as absent, shifted, death or duplicate, based on inquiry from neighbours. Booth‑wise lists of such electors are shared with BLAs for verification, who then flag discrepancies.

After house‑to‑house enumeration, the ERO prepares the draft roll. “After draft publication, BLOs go through the roll with BLAs of recognised parties and identify corrections required. BLAs examine the roll and flag discrepancies relating to inclusion, deletion, correction or shifting of entries.

The booth‑level scrutiny strengthens their role as concurrent auditors. After draft publication, a BLA may submit a maximum of 10 applications per day, with an undertaking confirming personal verification,” officials added.
