HYDERABAD: The Delhi High Court has sought a response from the Committee for Control and Supervision of Experiments on Animals on a Peta India petition seeking rehabilitation of 73 beagles and other animals from Palamur Biosciences in Telangana, cancellation of the laboratory’s registration, and publication of animal‑use data by testing facilities.
Justice Swarana Kanta Sharma issued notice after PETA India said the animals had remained at the contract laboratory despite being eligible for rehabilitation.
Peta India told the court that Palamur itself had identified the 73 beagles as eligible for rehabilitation a year ago. Senior advocate Rajshekhar Rao said Freagles, which rehabilitates beagles retired from laboratories, had offered to place the dogs in homes or care for them in a sanctuary, but Palamur refused.
The petition also seeks identification of animals that have completed permitted breeding or experimentation cycles, remained in custody beyond three years, or become unfit for further use because of age or infirmity.
Peta India has asked the committee to publish species‑wise census figures, details of experiments, records on reuse, rehabilitation and euthanasia, and reasons for using particular species.
Whistleblowers had earlier alleged overcrowding, rough handling, untreated injuries and the killing of animals deemed no longer useful at the facility.
A government‑appointed inspection report submitted on June 17, 2025, cited failures in animal handling, housing, euthanasia and veterinary care, and recommended rehabilitation of more than 1,200 animals. An FIR was later registered against Palamur.
Earlier Delhi High Court orders barred the laboratory from procuring new animals and directed it to rehabilitate the 73 beagles. A US FDA warning letter issued in December 2025 also cited serious laboratory and animal welfare violations.
Peta India scientist Dr Anjana Aggarwal said animals continued to remain in “miserable cages” despite the inspection findings and court directions.
